Description

This Sources Sought Notice (SSN) is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Responses will be treated as information only and will not be used as a proposal or quote. RFQs are not available currently. Any requests for a RFQ will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.

The government is seeking sources that are able to supply a Handheld Gas Identification System that meets or exceeds the minimum required specifications, (see attachment).

Interested vendors capable of supplying this item are requested to respond via email to include, at a minimum, the Part Number & Manufacturer, and if available, a Product Brochure/data sheet. The email subject line should contain: PANAPG-W51AA1-030369 .

Background
The government is seeking sources capable of supplying a Handheld Gas Identification System for the Tobyhanna Army Depot (TYAD) Fire and Emergency Services Branch (F&ESB). This system is intended to enhance the capabilities of emergency services in detecting and identifying hazardous gases and vapors, which is critical for safety in various operational environments.

Work Details
The Handheld Gas Identification System must meet the following minimum specifications:
- Portable, handheld Fourier Transform Infrared Spectroscopy (FTIR) spectrometer designed for detection and identification of gases and vapors.
- Targets Toxic Industrial Chemicals (TICS), Chemical Warfare Agents (CWA’s), Volatile Organic Compounds (VOC’s), and Hazardous Gas Mixtures.
- Integrated touchscreen interface with glove-compatible operation and a clear user interface for use in full Personal Protective Equipment (PPE), including Self Contained Breathing Apparatus (SCBA) or Level A Hazardous Materials suits.
- Device must allow sample analysis without requiring consumables (e.g., no ATR crystals that degrade or require replacement).
- Onboard chemical library with a minimum of 5000 entries, including real-world HazMat-relevant substances, with support for future library updates.
- Built for use in harsh environments, including high temperatures and humidity.
- Rechargeable battery system capable of 6 hours of continuous operation; device must also be operational while charging.
- Standard factory warranty.
