Description

OFFICIAL RELEASE: Attached is the Request for Proposal (RFP) and all attachments for the Contractor Logistics Support (CLS) of the Halvorsen 25K Aircraft Cargo Loader

The Support Equipment and Vehicles Division at Robins AFB, GA (AFLCMC/WNZ) has a requirement for a 5-year, Fixed Price Incentive Firm Target (FPIF)/Firm Fixed Price (FFP)/Reimbursable -No Fee Indefinite Delivery/ Requirements-type contract for support of the 25K Halvorsen Aircraft Cargo Loader.

The Halvorsen is a self-propelled 25,000-pound capacity aircraft cargo transporter loader. The Halvorsen weighs 31,350 pounds; is approximately 14 feet 2 inches wide by 29 feet 7 inches long; and is approximately 23 feet tall when fully extended. It transfers loads to and from warehouses, and to and from cargo aircraft on the flightline. The Halvorsen interfaces with docks in warehouses and all Air Force cargo aircraft, including many commercial Civil Reserve Air Fleet (CRAF) aircraft. The Halvorsen's powered conveyor system moves loads on unit load devices (ULDs): pallets, platforms, and containers. The roller system on the deck converts to a flat deck for rolling stock loads. The deck lowers to 39 inches and raises to 18 feet 9 inches. The Halvorsen is air transportable on the C-130, C-5, and C-17 aircraft. The Halvorsen was designed for a service life of 30 years with a maximum of 2 overhauls.

The government intends to award a sole source bridge contract in accordance with FAR 6.302-1 to Leonardo DRS. The anticipated contact will have a one-year basic period of performance with four (4) one-year options and will include the following: Material Management, Program Engineering Support, Unscheduled Depot Level Maintenance (UDLM), and the Contingency High Priority Mission Support Kits (CHPMSK) of the Halvorsen Aircraft Cargo Loader.

Period of Performance
The period of performance for this effort is five (5) years, consisting of a 1-year Basic, and four (4) 1-year annual options.

Place of Performance
The Contractor shall provide all parts, tools, labor, and materials necessary for this effort. Work accomplished in support of Aircraft Cargo Loaders shall be accomplished per the Performance-Based Work Statement (PWS) attached.
