HAFE HAZARD TREE MITIGATION
Background
The National Park Service (NPS), a bureau of the U.S. Department of the Interior, is responsible for preserving natural and cultural resources for public enjoyment and education.

Harpers Ferry National Historical Park (HAFE), established in 1944, spans 3,645 acres and requires ongoing tree management due to environmental stressors like pests and climate change. The park features 22 miles of trails and is located at the confluence of the Shenandoah and Potomac Rivers, encompassing areas in West Virginia, Virginia, and Maryland.

The park's forested areas often require tree felling and pruning to ensure visitor safety and protect infrastructure.

Work Details
The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination, and equipment necessary for safe tree care operations and woody debris removal along trails, roads, and park boundaries.

Specific tasks include:
- Conducting full spectrum tree assessment operations including tagging trees identified as threats.
- Performing hazard tree mitigation by felling or pruning trees along high-traffic areas.
- Executing 'Level 2' tree risk assessments according to ISA standards.
- Mapping tree locations using GPS technology with high accuracy.
- Providing digital files with detailed information on trees assessed as moderate risk or higher.
- Ensuring all work complies with OSHA regulations and maintaining communication with NPS personnel throughout the project.

Period of Performance
The contract will be performed from September 26, 2025 to March 13, 2026.

Place of Performance
All work will take place within Harpers Ferry National Historical Park located in Jefferson County, West Virginia; Loudoun County, Virginia; and Washington County, Maryland.
