Hafe Hazard Tree Mitigation

Background
The National Park Service (NPS), a bureau of the U.S. Department of the Interior, is responsible for preserving natural and cultural resources for public enjoyment and education.

Harpers Ferry National Historical Park (HAFE) was established in 1944 to commemorate historical events and encompasses 3,645 acres of diverse habitats.

Due to environmental stressors like pests and climate change, the park requires ongoing tree management services to ensure visitor safety and protect infrastructure.

Work Details
The contractor will provide all necessary labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures, and equipment to execute full spectrum tree care operations and woody debris removal along trails, roads, and park boundaries.

Specific tasks include:
- Performing hazard tree mitigation by assessing approximately 84 trees (34 to be pruned and 50 to be removed).
- Conducting 80 hours of Level 2 tree risk assessments throughout the park.
- Tagging trees assessed as threats with GPS coordinates and photographs.
- Ensuring all trails are clear of debris post-operation.
- Maintaining communication with the Contracting Officer's Representative (COR) regarding work progress.

Period of Performance
The contract will be performed from September 26, 2025, to March 13, 2026.

Place of Performance
All work will take place within Harpers Ferry National Historical Park located in Jefferson County, West Virginia; Loudoun County, Virginia; and Washington County, Maryland.
