This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 36C25726Q0184 is issued as a request for quotation (RFQ) for dosimetry services. This acquisition is set-aside for service-disabled veteran-owned small business concerns. This solicitation incorporates provisions and clauses by reference. (iii) See attached Statement of Work for the contractor qualifications and description of requirements for the items and services to be acquired. (iv) Anticipated base period of performance: 2/1/2026 1/31/2027; Delivery location: VA North Texas Health Care System, 4500 S. Lancaster Rd., Dallas, TX 75216; f.o.b. destination. (v) See attached SF1449 for the provisions that apply to this acquisition. (vi) See attached SF1449 for the list of contract clauses that apply to the acquisition. (vii) Offers must be submitted to the solicitation point of contact by email; vance.farrell@va.gov before 2:00 PM CST, 1/23/2026. Work Details
The contractor will provide personnel dosimetry services that include:
1. Compliance with regulations from the United States Nuclear Regulatory Commission (USNRC) and the Department of Labor regarding radiation protection standards.
2. Holding current personnel dosimetry accreditation from the National Voluntary Laboratory Accreditation Program (NVLAP) for all required radiation testing categories.
3. Capability to calculate and store various dose equivalents including Deep Dose Equivalent (DDE), Eye Dose Equivalent (LDE), Shallow Dose Equivalent (SDE), Committed Effective Dose Equivalent (CEDE), Committed Dose Equivalent (CDE), Total Organ Dose Equivalent (TODE), Total Effective Dose Equivalent (TEDE), and Intake Quantity and Radionuclide.
4. Providing dosimeters that can measure X-ray, Gamma, Beta, and Neutron radiation within specified ranges.
5. Reporting radiation exposures using NRC Form 4 and NRC Form 5 or their equivalents.

Period of Performance
The anticipated base period of performance is from February 1, 2026, to January 31, 2027.

The contract will be performed at the VA North Texas Health Care System located at 4500 S. Lancaster Rd., Dallas, TX 75216.
