Background
The Department of Veterans Affairs, specifically the VISN 10 at the Dayton VA Medical Center (DVAMC), is seeking to establish a contract for water management testing, treatment, and monitoring services. This initiative aims to ensure that all water systems at DVAMC comply with VHA Directive 1061 and local hospital compliance directives. The contract will cover a base year plus four one-year options.

Work Details
The contractor will provide comprehensive service and maintenance for various water systems, including domestic hot and cold water, steam, chillers, cooling towers, boilers, ice machines, reverse osmosis systems, and hydronic heating and chilled water systems. Key tasks include:

- Service and maintenance of 17 Sanipur SaniWare remote monitoring panels and 15 Sanipur Monochloramine Generator systems.
- Continuous monitoring and treatment of HVAC chiller water systems using Buckman cellular cloud-based platforms.
- Generation of reports to satisfy VHA Directive 1061 and regulatory submissions to local authorities, including daily reports to the Ohio Environmental Protection Agency (OEPA), annual Lead and Copper Rule reports, disinfection byproduct analyses, and monthly nitrate/nitrite monitoring summaries.
- Chemical treatment services involving scale and corrosion inhibitors to protect infrastructure.
- Routine cleaning of chillers and boilers.
- Weekly hot and chilled water treatment with solid scale and corrosion inhibitors.
- Annual cleaning and disinfection of four cooling towers.
- Maintenance of 45 ice machines.
- Preparation of annual Consumer Confidence Reports (CCR) for community water systems with the OEPA.

Period of Performance
The contract will be executed over a base year with four additional one-year options.

Bidder Requirements
The contractor must be the sole authorized provider in Ohio for maintenance services related to Sanipur and Buckman equipment. This includes having OEM certifications for servicing proprietary equipment used in hospital-grade water treatment/disinfection systems. The contractor must also demonstrate experience in providing similar services in compliance with VHA Directive 1061.
