SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 238210. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After reviewing the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following: LIGHTNING PROTECTION INSPECTION, REPAIRS AND CERTIFICATION It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the brand name. If you are interested and can provide sought-out supplies/services, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.) Is your company considered small under the NAICS code identified under this RFI? Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above? If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? Does your company have an FSS contract with GSA, VA NAC, NASA SEWP, or any other federal contract, that can be utilized to procure the requirement listed above. If so, please provide the contract number. Please submit your capabilities that show clear, compelling, and convincing evidence that you can meet the requirements described in the attached SOW. Responses must be received no later than Friday July 24th, 2026, by 1500 PM CST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER KANSAS CITY VA MEDICAL CENTER STATEMENT OF REQUIREMENT STATEMENT OF WORK (SOW) Project Title: Lightning Protection System Inspection, Repair, and UL Master Label Recertification Location: Kansas City VA Medical Center, 4801 East Linwood Blvd, Kansas City, MO 64128 1. Project Overview The Contractor shall provide all labor, materials, tools, equipment, and supervision necessary to inspect, repair, and recertify the Lightning Protection Systems (LPS) for Buildings 1, 2, 3, 4, 5, 6, 15, 26, 40, and 56 at the Kansas City VA Medical Center along with the Honor Annex. Work includes system inspection, documentation of deficiencies with photographs, repair of all deficiencies, follow-up verification, and obtaining a UL Master Label for each system. The Contractor shall confirm compliance with NFPA 70, NFPA 780, LPI 175, UL 96A, and ANSI/CAN/UL 96:2016. 2. Background The Kansas City VA Medical Center operates lightning protection systems on multiple buildings as part of its life safety and infrastructure protection strategy. Various components have become damaged, aged, or require updating to meet current safety standards. Some installations exist in locations with limited maintenance access and may require specialized equipment. A complete inspection, repair effort, and recertification process is required to restore protection to the facility. 3. Scope of Work 3.1 Inspection Requirements The Contractor shall perform a complete inspection of all LPS components for each building prior to repairs. Inspections shall: Be organized by building, then by area. Document each deficiency in writing. Include clear, high-resolution photographs for each deficiency. Be submitted electronically to the COR. 3.2 Repair and Installation Requirements All work shall be installed in a neat and workmanlike manner. Deficient work shall be corrected at no additional cost to the Government. Required work includes but is not limited to: Remove and replace damaged air terminals. Remove and replace damaged main, secondary, and loop conductors. Remove and replace damaged grounding electrodes. Remove and replace damaged fasteners. Remove and replace components involving dissimilar metals. Install missing or required cabling, components, fasteners, and electrodes. 3.3 System Verification Requirements The Contractor shall verify proper: Air terminal spacing. Air terminal material class. Conductor material class. Conductor fastener spacing. Cable installation, including allowable bends, dual paths to ground, downward routing, and 3/12 rise requirements. Side-flash bonding installation. Bonding to handrails, piping, and mechanical/electrical equipment. Mechanical connection torque values. Grounding electrode quantity and placement. Grounding electrode connections. 3.4 Utility Bonding Verification Where visible, Contractor shall verify bonding at: Main gas point of entry (first 10 feet). Main water point of entry (first 5 feet). Main fire sprinkler point of entry (bridged with water main). Main electrical ground bus. Main telephone point of entry. If bonding is not visible, Contractor shall recommend corrective actions necessary to allow UL recertification. 3.5 Follow-Up Reporting Upon completion of repairs, the Contractor shall: Photograph each completed repair. Present before-and-after photographs side-by-side. Develop a follow-up report matching the structure of the initial inspection report. 3.6 Unforeseen Site Conditions The VA anticipates possible discovery of additional deficiencies during inspection. The Contractor shall: Immediately notify the COR upon discovery. Provide photos, location information, and cost proposals for corrective action. 3.7 UL Master Label Certification After all repairs are completed, the Contractor shall obtain UL Master Label recertification for each building s lightning protection system. 4. Applicable Codes and Standards NFPA 70 (NEC) NFPA 780 UL 96A ANSI/CAN/UL 96:2016 LPI 175 Applicable VA Design and Construction Standards 5. Roles and Responsibilities Contractor: Provide qualified personnel, materials, tools, equipment, and safety compliance. Complete inspections, repairs, reporting, and certification coordination. KCVA Facilities: Provide site access and coordination. Review reports and support scheduling. UL Representative: Perform evaluations and issue required Master Label certifications. 6. Quality Assurance and Safety Comply with OSHA, NFPA 70, NFPA 70E, and medical center safety policies. Use appropriate fall protection for elevated work. Maintain clean and orderly work areas. Remove debris daily. Ensure all work meets standards for quality and workmanship. 7. Site Visit A pre-bid site visit shall be conducted. All potential offerors are strongly encouraged to attend. Observable deficiencies identified will be documented and provided via the Contracting Officer. 8. Deliverables Initial inspection Inspection report with documented deficiencies and photos Correction of all deficiencies Follow-up report with before-and-after photos UL Master Label recertification
