The Government clearly stated that comments were due by 10/8. Nevertheless, the Government may entertain industry comments and questions about the RFP language submitted since the release of this Q&A. Any resulting changes to source selection documents will, of course, be published. However, publication of the Government's replies to comments and questions that do not result in any change to source selection documents shall be at the discretion of the Contracting Officer. In summary, such comments or questions might be: (i) answered and published; (ii) answered to the potential offeror asking the question and not published; or (iii) not answered at all.

Background
The contract is for the provision of continuous 24 hours per day, seven days per week (24/7) Intelligence, Surveillance, and Reconnaissance (ISR) at United States Government (USG) specified overseas locations via contractor owned, contractor operated (COCO) runway independent, unmanned airborne ISR (AISR) services with the maximum flexibility possible in meeting site-unique requirements. The purpose of this PWS is to define the contracted service requirements to meet the mid-endurance unmanned AISR operations and support needs of Special Operations Forces (SOF). The various SOF missions need a total turn-key organic solution for 24/7/365 unmanned AISR services at USG specified location(s). These services include, but are not limited to delivering the most capable MEUAS platforms and payloads, providing the experts in system operations and maintenance, and leading efficient logistic and program management processes. The SOF mission requires responsive, real-time management of personnel travel and equipment transport to and from deployment sites, dependable availability of reliable shelters, equipment, spares, fuel, electric power, contract and management systems.
