This is a formal Request for Proposal (RFP) for the United States Special Operations Command (USSOCOM) to acquire follow-on services for Hostile Forces - Tagging, Tracking, and Locating (HF-TTL). This requirement is being solicited on a full and open competitive basis with no exclusions/set-asides. The requirement contains Small Business subcontracting goals as outlined in RFP Section H.9. The Government contemplates award of a single IDIQ contract resulting from this solicitation, which will include issuing task orders on a Labor Hour (LH) basis. Offerors are required to submit proposals in accordance with the instructions outlined in Section L of the RFP. Attached to this notice is the Final RFP including 16 Attachments plus 1 Amendment that corrects the posting date to 20 Sep 2021. Please read through the entire final RFP and attachments prior to submitting questions.

Communications with anyone other than the Contracting Officer is prohibited. Government ethics regulations, the Competition in Contracting Act, and the Procurement Integrity Act prohibit preferential treatment of one contractor over another and require that Government personnel adhere to the highest standards of conduct and avoid even an appearance of a conflict of interest.

All questions and answers (except those with source selection sensitive information) will be posted to SAM.gov. Offerors may submit questions to the Contracting Officers at any time; however, questions received after 10:00 a.m. Eastern Time on 1 Oct 2021 may not be answered prior to the solicitation closing date. Offerors are required to utilize Attachment 14-QnA Template for all submitted questions.

To gain access to the Statements of Work, offerors are required to email the Contracting Officer NLT Friday, 24 September, 10:00 a.m. Eastern Time. No SOW will be mailed out after 1 Oct 2021. Mailing will occur between 21 and 30 Sep 2021 only. Requests for the Statements of Work shall include the following information:

A. Vendor's cage code to be submitted through USSOCOM Security who will verify proof of:

1. TOP SECRET Facility Clearance

2. SECRET Level of Safeguarding

B. Vendor's primary address that should match their Facility Clearance

C. Primary POC along with phone number

For the Delivery of Proposal, vendors shall follow L.1. 5. Follow Attachment 13 for preparing packaging and delivery of classified materials. Please be aware that there may be additional protocols to adhere to if delivering in person due to COVID. USSOCOM is not responsible for difficulties associated with the transmission or delivery of the proposal. The offeror is responsible for ensuring successful delivery of their proposals. Offerors are encouraged to coordinate delivery of the proposal with the Contracting Officer as early as possible.
