Background
This procurement is for under/above ground storage tank inspection and testing at the VA Northern Indiana Healthcare System, specifically at the Marion and Fort Wayne campuses. The contract is issued by the Department of Veterans Affairs and is set aside 100% for small businesses. The goal of this contract is to ensure compliance with various standards and regulations regarding fuel storage tanks.

Work Details
The contractor shall provide all materials, labor, and equipment required to inspect tanks, as well as sample and test fuel from all underground and aboveground fuel storage tanks per minimum of EC.02.05.07-EP8. The contractor must ensure compliance with leak detection, new installations, upgrades, tank closures, and faucets of fuel storage in accordance with manufacturer’s requirements, Indiana’s Storage Tank NFPA 110, Joint Commission standards, and any other applicable local, state, or national regulations or industry standards. All services must conform to applicable Local, State, and Federal codes including EPA and OSHA standards.

Specific tasks include:
- Inspecting tanks annually to meet ASTM standards.
- Maintaining compliance with industry codes throughout the contract.
- Performing work during normal business hours (Monday through Friday from 0700 – 1630).
- Checking in with designated Contracting Officer Representatives (COR) upon arrival at the facilities.
- Keeping a log of visits detailing dates, times, and services provided.
- Notifying the VA of any unusual conditions encountered during service operations.

Period of Performance
The period of performance will extend for 12 months from the effective date of the contract for a base period, with four optional periods of twelve months each exercisable at the discretion of the government.

Place of Performance
The services will be performed at two locations: VA Northern Indiana Health Care System, Marion Medical Center located at 1700 E. 38th Street, Marion IN 46953; and VA Northern Indiana Health Care System, Fort Wayne Medical Center located at 2121 Lake Avenue, Fort Wayne IN 46805.
