Department of Veterans Affairs, VA Medical Center, Washington, DC is issuing Combined Synopsis/Solicitation. The contractor shall provide long term Radiation Safety Officer in accordance with the statement of work at the VA Medical Center, 50 Irving Street, NW, Washington, DC 20422. This is a request for quotations (RFQ). The associated NAICS code for procurement is 541990 with a size standard of $19 million. As a result of the solicitation, the Government intends to award Firm Fixed Price Base Year Plus 4 Option Years. Prospective quoters must be registered in sam.gov. All SDVOSB/VOSB must be registered and current in U.S. Small Business Administration (SBA VetCert) at Veteran Small Business Certification (sba.gov) and sam.gov to be eligible for award. Contractors that submit quotation for SDVOSB/VOSB set asides that are not listed in VIP will be deemed non-responsive. Questions for this solicitation must be submitted via email by January 9th, 2026, 2pm EST. All quotes shall be submitted via email by January 23, 2026 at 1pm, EST. All interested contractors shall submit quotation via email to Contracting Officer, Charles.willis@va.gov. Prospective contractors are responsible for downloading attachments, and any issued amendments from https://sam.gov. Late proposals will be processed in accordance with FAR 52.212-1(f), Late submission, modifications, revisions, and withdrawals of offers.
Background
The Department of Veterans Affairs, specifically the VA Medical Center in Washington, DC, is issuing a Combined Synopsis/Solicitation for the provision of a long-term Radiation Safety Officer (RSO). The goal of this contract is to ensure compliance with radiation safety regulations and to provide necessary oversight for radiation safety practices within the facility. This contract will be awarded as a Firm Fixed Price with a base year and four option years.

Work Details
The contractor shall provide a dedicated primary Radiation Safety Officer (RSO) for the Washington DC VAMC to perform RSO duties onsite for 158 days a year, 8 hours a day, typically Monday through Friday. Responsibilities include:

- Overseeing all ionizing radiation sources and shipment of radioactive materials;
- Tracking and reporting data to Radiation Safety Committee meetings;
- Attending senior-level briefings;
- Completing weekly wipe tests;
- Providing education on radiation safety;
- Overseeing dosimetry programs;
- Conducting audits and surveys for compliance;
- Assisting with regulatory visits; and
- Ensuring proper signage and storage of nuclear pharmaceuticals.

The contractor will also assist in implementing future radiation safety programs and conducting annual inspections of the radiation safety program.

Period of Performance
The period of performance is five years, starting from April 1, 2026, to March 31, 2031, including one base year and four option years.
