This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) Unique Entity ID (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. VA Long Beach Healthcare System located at 5901 East Seventh Street, Long Beach, CA 90822-5201i s seeking a potential qualified contractor that can provide fire extinguisher certifications. All interested parties shall display proof of all certifications and licenses required to perform this requirement to be considered a capable source. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541990 ($19.5 Million Dollars). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the SBA Veteran Small Business Certification (VetCert) Registry located at https://veterans.certify.sba.gov. All information submissions to be marked Attn: Koby Thiel, Contract Specialist and should be received no later than 8:00 am PST on August 4, 2025. DRAFT STATEMENT OF WORK B. Contract Title: Fire Extinguisher service for an annual inspection. C. Introduction & Background: This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. It is a one-time service contract. If any of these changes are made in accordance with FAR 52.212-4(c). D. General Requirements: All work shall be completed at and provided throughout the VA Long Beach Healthcare System located at 5901 East 7th Street, Long Beach, CA., 90822. E. Performance Work Statement: 1. General: The contractor shall provide all inspections and services rendered and adhere to the most recent version of the National Fire Protection Association (NFPA) corresponding to the type of portable extinguishers being serviced. Annual fire extinguisher service, auxiliary services, and disposal of portable fire extinguishers shall be provided by a Contractor licensed with the California Department of Forestry and Fire Protection, Office of the State Fire Marshal. Services determined by the Contracting Officer must fall within the general scope of the contract or product add-on. The VA may require additional services over the contract's life that are not currently listed on the Price Schedule or the Facility. The VA may add any location incorporated with the VA Long Beach Healthcare System. 2. Applicable Publications: The contractor shall comply with all applicable publications, including those identified below, that are in effect at the time of the proposal and with all subsequent updates. a. VHA Directive 7711, Fire Incident Reporting. b. VHA Directive 7712, Fire Protection Code Reviews of Delegated Construction Projects. c. 29 CFR 1910.38 Occupational Safety and Health Standards d. 29 CFR 1910.157(e) Occupational Safety and Health Standards e. California Department of Industrial Relations 1922, Subchapter 4, Article 36 f. National Fire Protection Association 10, Standard for Portable Fire Extinguishers g. California Code of Regulations, Title 19. Chapter 3. Article 1 3. Contractor Responsibilities: i. The contractor shall provide all necessary equipment, tools, labor, knowledge, and license to inspect and service portable fire extinguishers. Inspection and service dates and times shall be coordinated with each facility COR. ii. The VA will provide scanning equipment for the monthly inspection; however, upon prior approval from the facility COR, the contractor device/scanning equipment may be acceptable if approved by the COR and funded by the contract. iii. The Contractor shall complete monthly inspection and service documentation in accordance with NFPA, and a copy shall be provided to the facility COR after each inspection/service. The following visit will provide A digital copy to the facility COR. iv. The contractor shall notify the facility COR in writing of any discrepancies, using the VA inspection document available at the facility management office. v. By the end of each year, the contractor will provide COR with a list of extinguishers requiring inspections and/or maintenance beyond the monthly and annual inspections. vi. The contractor will supply all necessary consumables and equipment, including replacement extinguishers, signage, and cabinets. vii. The contractor shall acknowledge any emergency service calls within 24 hours and, in consultation with the COR, decide whether to provide service. viii. Any fire extinguisher that does not pass inspection shall be exchanged with a GovernmentOwned portable fire extinguisher from the local storage area and annotated on the inspection checklist. If none are available for exchange, immediate written notification shall be given to the facility COR, annotating the type and location of the defective extinguisher. ix. The contractor will be required to receive training, provided by the VA, to enter various areas of the hospital. x. At any time an extinguisher is taken off-site for testing and/or repairs, the contractor shall obtain an extinguisher from the local storage area to replace it. If no like item is available for replacement in the local storage area, the Contractor shall provide a loaner of like items at no additional cost. The loaner item must meet the requirements and regulations for the location where it is located. The Contractor shall notify the facility COR of any items being taken offsite. 4. Checklist Documentation: The following information shall be documented on the checklist after each inspection (the VA will provide the Contractor with the checklist): Date of the inspection Location of the portable fire extinguisher Comment or observation noted as to the condition of the extinguisher; and Any other pertinent information deemed necessary 5. Contractor s Responsibility for Government Furnished Properly: The Contractor assumes all risk for loss, damage, destruction, or theft of the Government-furnished equipment while in the possession of the Contractor and Contractor Personnel. 6. Normal Work Hours: This full-service contract includes all necessary service calls, five (5) days per week, eight (8) hours per day, between 7:00 a.m. and 4:30 p.m., Monday through Friday. National Holidays are excluded. Any service or repair performed outside of regular working hours shall be approved in advance by the Contracting Officer s Representative (COR) at a price agreed to by the Contractor and Contracting Officer. The Contracting Officer may authorize additional services under a separate purchase order if appropriate. 7. National Holidays Observed by the Government: New Year s Day 1 January Martin Luther King s Birthday Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Juneteenth 19 June Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December The Contractor is not required to provide services on the following National Holidays, but the Contractor may choose to do so with prior notification to the facility COR. The Government shall not incur any cost associated with services rendered on National Holidays. All additional costs incurred will be the Contractor's sole responsibility. The VA will not reimburse any extra fees. When a National Holiday falls on a Sunday, the following Monday shall be observed as a National Holiday. When a National Holiday falls on a Saturday, a U.S. Government agency observes the following Friday as a National Holiday. Also included would be any other day, declared explicitly by the President of the United States of America to be a National Holiday. 8. Contractor Personnel Security Requirements: The cost for such investigations shall be borne by the Contractor, either in advance or through reimbursement by the government. The government shall determine the sensitivity level based on the required access type. The level of sensitivity will determine the depth of the investigation and its associated cost. 9. Identification Badge/Uniform: Contractor personnel must wear ID badges at all times while on the VA Long Beach Healthcare System grounds. ID badges must include a photograph and display the name of the individual and the company they represent. Contractor personnel shall contact the COR at each site for procedures specific to that site. 10. Parking: Park only in areas designated by the COR or directed by the VA Long Beach Police Service Personnel. The Contractor shall display the company name on each of its vehicles in a manner and size that is visible. The Contractor shall comply with the posted speed limits and parking restrictions at each Government facility. 11. Indemnification: It is expressly agreed and understood by the Contractor and the VA Long Beach Healthcare System that the Contractor agrees to indemnify the VA against all liabilities, claims, penalties incident to death, bodily injuries, destruction, or damages to property, contamination of adverse effects on the environment or any violation of government law, regulations or orders, caused in whole or part by the Contractor s breach of any term of this agreement or any negligent or willful act or omission of the Contractor, its employees or subcontractors in the performance of this contract. 12. Authorized Services: Only those services specified herein are authorized under this contract. Before performing any noncontract service or repair, the Contracting Officer and the COR must be advised of the reasons for this additional work. In consultation with the COR, the Contracting Officer or his/her designee may authorize the extra services or repairs under a separate purchase authorization. Reimbursement shall not be made unless prior approval is obtained. 13. Smoking Policy: Smoking is not permitted at the VA Long Beach Healthcare System site. 14. Safety Data Sheet (SDS) The Contractor shall provide employees with immediate access to SDS for all hazardous substances. 15. Fire Alarm Trip Charge: Suppose the Contractor triggers a fire alarm due to negligence, inattention, or failure to coordinate and request a system shutdown properly. In that case, the Contractor shall be charged for actual costs incurred by government personnel responding to the alarm. The Contractor shall be liable for any losses resulting from disruptions to facility operations. In addition, the Contractor shall reimburse the Government for any fines and other costs imposed by the Government, an external agency, the Fire Department, a City, County, or State. F.
