No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541380, Testing Laboratories and Services, and the small business size standard of $19.0 million. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is soliciting information from contractors that can provide Dialysis Water Treatment and Testing for VA NORTHERN CALIFORNIA HEALTH CARE SYSTEM (VANCHCS). A draft of the Statement of Work is attached to this notice. Brief Description of Services See Draft Statement of Work. Period of Performance (POP): 06/30/2025 06/29/2026 base year plus four option years. All interested contractors must respond by email to Destiny.Quenga@va.gov no later than 4:00 P.M. PST on June 20, 2025. Please answer the following questions when responding: What is your company s Socioeconomic Status? (ex: small business, large business, SDVOSB, etc.) a. If SDVOSB or VOSB, are you registered on the Veteran Small Business Certification website (VetCert)? https://veterans.certify.sba.gov Provide Company s legal name along with System for Award Management (SAM) Unique Entity Identifier (UEI). Capabilities Statement List of Projects (Government and Commercial) that are similar in scope and size. Anticipated Teaming Arrangements (if any). If plan on subcontracting, demonstrate that you will meet the limitations on subcontracting per FAR 52.219-14 for Small Businesses; VAAR 852.219-73 and VAAR 852.219-74 for SDVOSB/VOSB. GSA Contract Number, if applicable. Fill out the price estimate on the attached price schedule. Background
The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is seeking information from contractors capable of providing Dialysis Water Treatment and Testing services for the VA Northern California Health Care System (VANCHCS).

This Sources Sought Notice is intended to gather insights to inform the procurement strategy for these essential services.

Work Details
The contractor will be responsible for performing Dialysate & Water Endotoxin and Colony Count testing services as outlined in the draft Statement of Work. Specific tasks include:
1. Conducting 8 Endotoxin tests per month and 8 Colony Count tests per month.
2. Performing 5 AAMI tests per year.
3. Notifying the VA's representative one month in advance of any changes, additions, or deletions to testing protocols.
4. Ensuring a turnaround time of 3 days for test results after receipt by the contractor, with results sent via fax or email to the Hemodialysis Service.
5. All testing must adhere to methods defined in the AAMI Standard Manual, with specialty testing available upon request.

The VA will prepare test kits and notify the contractor when tests are ready for delivery, ensuring all necessary information accompanies specimens.

The contract will have a base year from June 30, 2025, to June 29, 2026, with four additional option years.
