This is a Sources Sought Notice only. It is neither a solicitation nor a request for a quote, and it does not obligate the Government to award a contract. Requests for solicitation will not receive a response. The government will not pay nor reimburse any costs for preparing this response. The purpose of this notice is for market research purposes only and to make appropriate acquisition decisions to gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS) code 541380 Testing Laboratories and Services, with a size standard of $19 Million. The Department of Veterans Affairs, Orlando VA Healthcare System (OVAHCS), Network Contracting Office (NCO) 8, located at 13800 Veterans Way, Orlando, Florida, 32827, seeks interested sources to provide Medical Gas Testing, Preventative Maintenance, and Repair services for the Orlando VA Healthcare System. Interested and Qualified Vendors shall be capable of providing the following services; Medical Gas testing, inspection, and certification on OVAHCS Medical Gas System equipment at different locations. Preventative Maintenance of OVAHCS Medical Gas System equipment at different locations. Repair services on OVAHCS Medical Gas System equipment at different locations. (As needed) Emergency and Non-Emergency call services at OVAHCS Medical Gas System equipment at different locations. (As needed) Interested and Qualified Vendors should answer the following questions; Describe how your company/firm can provide each objective. Describe if your company/firm has experience in providing the above objectives at Federal Government Hospitals / Medical Centers and how you accomplish this. Describe if your company/firm can self-perform all the above objectives in the Orlando, FL. Area and how you will accomplish this. Is the above NAICS code appropriate for this type of project? After reviewing the attached draft Performance Work Statement (PWS), can you provide suggestions to help enhance the solicitation to ensure the government gets the services it requires? You can use Attachment B to answer these questions if you desire. Attachment A is a copy of the Draft PWS. Concerns may respond by submitting a qualifications letter including the following information: Company Name, Address, Point of Contact Phone Number, Fax, Email, SAM UEI Number, Socio-Economic Category (e.g., SDVOSB, VOSB, HUBZone, etc.), and capability Statement specific to the technical requirements. Concerns may also provide examples of projects completed that match the requirements shown in the requirements. Provide evidence that your firm can provide the requested items, including past and/or current contracts for the exact requirements and any other compelling evidence to help the government determine your company s capabilities. Background
The Department of Veterans Affairs, Orlando VA Healthcare System (OVAHCS), Network Contracting Office (NCO) 8, seeks interested sources to provide Medical Gas Testing, Preventative Maintenance, and Repair services.

The mission of OVAHCS Facilities Management Service (FMS) is to maintain a state-of-the-art facility service program in support of the Veterans Health Care System. This Sources Sought Notice is for market research purposes only and aims to gather information on potential qualified businesses capable of fulfilling these requirements.

Work Details
The contractor shall provide the following services:

- Medical Gas testing, inspection, and certification on OVAHCS Medical Gas System equipment at various locations;
- Preventative Maintenance of OVAHCS Medical Gas System equipment;
- Repair services on OVAHCS Medical Gas System equipment as needed;
- Emergency and Non-Emergency call services for OVAHCS Medical Gas System equipment.

Specific tasks include:
1. Evaluation, inspection, and certification of Medical Gas Systems including oxygen, nitrogen, nitrous oxide, and vacuum systems annually.
2. Preventative maintenance including quarterly, semi-annual, and annual checks on all systems identified in the Performance Work Statement (PWS).
3. Emergency response within one hour during business hours and four hours after hours for system failures affecting patient care.
4. Non-emergency response within 24 hours for alarm notifications.
5. Delivery of detailed service reports post-maintenance including system conditions and any discrepancies found.

Place of Performance
All work will be performed at various locations within the Orlando VA Healthcare System including the Orlando VA Medical Center (Lake Nona), Lake Baldwin VA Clinic, Viera VA Clinic, and other specified sites.
