Background
The Department of Veterans Affairs (VA) Long Beach Healthcare System (VALBHS) is responsible for discharging domestic and industrial wastewater into the Los Angeles County sewer system. This contract aims to fulfill regulatory requirements set by the Los Angeles County Sanitation Districts (LACSD), which necessitates bi-monthly water sample analysis and an annual report. The contractor will provide wastewater sampling and analysis services on behalf of VALBHS.

Work Details
The contractor shall perform the following tasks:

1. Conduct Chemical Oxygen Demand (COD) and Total Suspended Solids (SM2540D) testing twice per month, ensuring compliance with the facility's Industrial Wastewater Discharge Permit with LACSD.

2. Provide all necessary labor, materials, equipment, and professional guidance for wastewater sampling and analysis services.

3. Ensure that the Contractor Foreman completes 30 Hour OSHA training in Construction Safety and has a current TB test; Contractor Personnel must complete 10 Hour OSHA training in Construction Safety and have a current TB test.

4. Check-in and check-out with Engineering Service, Energy Manager before starting and after completing each test.

5. Set up confined space barricade and signage at Bellflower Blvd. and Gate #3, remove manhole cover, take water samples (two per month for twelve months), close manhole cover, remove barricade/signage, conduct two tests per sample for COD and Suspended Solids, and clean up the job site.

The first sample must be taken between the 1st and 15th day of each month, while the second sample should be taken between the 16th day and the end of each month, ensuring that samples are at least 14 days apart.

Period of Performance
The contract period begins on March 17, 2025, and ends on March 16, 2026, with options to extend for additional periods up to five years total.

Place of Performance
The services will be performed at the Long Beach VA Health Care System located at 5901 E Seventh Street, Gate #3 at Bellflower Blvd., Long Beach, CA 90822.
