The Network Contracting Office (NCO) 16 is seeking preferably Service-Disabled Veteran Owned Small Businesses, Veterans Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing Elevator Testing and Inspection for the Southeast Louisiana Veterans Healthcare System, 2400 Canal St. New Orleans, LA per the DRAFT statement of work below. The NAICS code is 811310 Commercial & Industrial Machinery & Equipment Repair and Maintenance and the Size Standard is $8 million. Background
The Department of Veterans Affairs (VA) is seeking to implement a Potable Water Monitoring and Maintenance Program for the Southeast Louisiana Veterans Health Care System located at 2400 Canal St., New Orleans, LA. This initiative is in response to VA Directive 1061, which mandates measures to protect patients and staff from legionella, a harmful biological agent that can develop in water systems. The goal of the contract is to monitor and treat water to prevent the introduction of this contagion.

Work Details
The contractor will provide all necessary labor, travel, equipment, and materials for the following tasks:
1. Water quality and temperature monitoring.
2. Water treatment services including chlorination and other approved methods.
3. Management of a water management system.
4. Water sampling services.
5. Preventative maintenance on installed systems across various buildings including the Central Energy Plant, Inpatient facilities, Outpatient areas, Diagnostic and Treatment buildings, VA Administration offices, Transitional Living spaces, and Research facilities.
All services must comply with VA Directive 1061 and local policies. Personnel must be qualified to administer chemicals and maintain water systems, with evidence of required licenses provided prior to contract award.

Period of Performance
The contract will consist of one base year starting August 1, 2025, with four option year extensions.
