H-60 BLACKHAWK Crashworthy External Fuel System (CEFS) Kits, Internal Auxiliary Fuel Tank System (IAFTS) Kits, and Associated Sub-components

The US Army has a sole source requirement to procure CEFS, IAFTS, and associated sub-components approved for use on H-60 aircraft. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) and (d)(1)(B)(i), as implemented by FAR 6.302-1(a)(2)(ii)(A) - "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements."

ESTIMATED QUANTITY RANGE: Minimum requirement of 20 External Stores Support System (ESSS) A Kits and up to a maximum of 2,457 in any combination of CEFS, IAFTS, and associated sub-components.

The proposed contractual action will be a commercial, Five (5) year, Firm-Fixed-Price Indefinite Delivery Indefinite Quantity contract. This procurement is restricted to the only known approved source: Robertson Fuel Systems, L.L.C., 800 W Carver Road, Suite 101, Tempe, AZ 85284-5264 (CAGE Code 1T765). The period of performance will be a 60 month ordering period commencing at time of contract award; however, delivery may extend beyond the 60 months ordering period.

The technical data that is required to procure the CEFS and IAFTS is proprietary to Robertson and is not available to any other source or to the Government.

No telephone requests will be accepted. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds.
