Question: There are delays with registering a Joint Venture to obtain a UEI and CAGE code with Sam.gov. If the UEI and CAGE code for the JV cannot be obtained prior to the due date of the proposal, can the proposal be submitted with the EIN of one of the entities and updated later?

Answer: The Government is aware of and is monitoring the situation. The proposal deadline has already been extended by 2 weeks to July 11th 2022. If these issues are still presenting a problem as the proposal due date approaches, the Government will reassess the situation. If you are having issues with registering a JV, please notify Charles Johnson (charles.w.johnson6.civ@us.navy.mil) and Garrett Douglass (garrett.w.douglass.civ@us.navy.mil).

Background: The Naval Air Systems Command (NAVAIR) H-53 Heavy Lift Helicopter Program Office (PMA-261) intends to competitively solicit and award the CH-53 Depot Level Modifications Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract. This contract will includes effort to perform non-recurring and recurring efforts required to fabricate, assemble, and support prototyping/system integration/installation of Engineering Changes to aircraft designated by H-53 Program Office, PMA-261.

To support this requirement, NAVAIR intends to compete this effort as a small business set-aside under NAICS code 336413. This effort will be formally solicited under one Request for Proposal, which will result in a Single Award IDIQ Contract.

NAVAIR is releasing the attached DRAFT solicitation N0001922R0044 for review/feedback from industry prior to the release of the final solicitation.

NAVAIR intends to conduct a virtual Industry Day session on 4 May 2022 via Microsoft Teams. The purpose of this industry day is to provide our industry partners an avenue to learn about the planned effort and to collect any written questions that prospective offerors may submit through the course of the industry day. There will be no one-on-one discussions.

Attendance at Industry Day is not a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitations. The Industry Day for this requirement will only address information related to the PMA-261 CH-53 Depot Level Modifications IDIQ. Further, prospective offerors do not have to attend the industry day in order to obtain presentation materials or submit questions. All information presented at the industry day will be made available to prospective offerors via the internet at https://www.sam.gov, where questions can also be submitted electronically. Background: PMA-261 CH-53 Depot Level Modifications Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract includes effort to perform non-recurring and recurring efforts required to fabricate, assemble, and support prototyping/system integration/installation of Engineering Changes to aircraft designated by the H-53 Program Office, PMA-261.

To support this requirement, NAVAIR intends to compete this effort as a small business set-aside. This effort will be formally solicited under one Request for Proposal, which will result in a Single Award IDIQ Contract.

NAVAIR intends to conduct a hybrid in-person and virtual Industry Day session on 7 December 2021 in Lexington Park, MD and via Microsoft Teams. The purpose of this industry day is to provide our industry partners an avenue to learn about the planned effort and to collect any written questions that prospective offerors may submit through the course of the industry day.

Due to current COVID guidelines, there is a limit of 48 people who can attend in person. Each potential offeror will have a limit of people that can attend in person. In-person attendance will be accepted on a first-come-first-serve registration basis. The number of attendees per potential offeror will be determined based on the number of potential offerors whom RSVP. The remaining attendees are welcome to attend virtually via Microsoft Teams.

There will be a separate room for 1-on-1 sessions if a potential offeror is interested. The potential offeror will be responsible for having its own telephone conference line for virtual 1-on-1 sessions, or if there are some team members in-person and some virtual.

Attendance on Industry Day is not a requirement and in no way affects any company from submitting a proposal in response to any forthcoming solicitations. The Industry Day for this requirement will only address information related to the PMA-261CH-53 Depot Level Modifications IDIQ. Further, prospective offerors do not have to attend the industry day in order to obtain presentation materials or submit questions.
