H-1 Upgrades Lot 12 and Lot 13 Production

The Naval Air Systems Command (NAVAIRSYSCOM) issued a modification to previously awarded advanced acquisition contract (AAC) CLINs to Bell Helicopter Textron, Inc. (BHTI) for the manufacture and delivery of fifteen (15) Lot 12 UH-1Y Build New Aircraft and nineteen (19) Lot 12 AH-1Z Build New Aircraft; and (1) Lot 13 UH-1Y Build New Aircraft. The amount obligated for Lot 12 at the time of modification award was $563,585,198.08, bringing the total price of the 34 Lot 12 aircraft to $623,487,064. The amount obligated for Lot 13 at the time of contract modification award was $17,528,223. Therefore, a total of $581,113,421.08 was obligated on this modification. This procurement was procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that BHTI is the sole designer, developer, and manufacturer of the H-1 aircraft. BHTI is the only known company with the knowledge, data and capability to manufacture these systems.
