H-1 Structural Improvements and Electrical Power Upgrades (SIEPU) Phase 2.3   2

The Naval Air Systems Command (NAVAIR) intends to issue a task order under a Basic Ordering Agreement, to Bell Textron Inc. The effort will include the procurement of Structural Improvements and Electrical Power Upgrades (SIEPU) Phase II Part 3 to integrate prototypes from previous Phase II Part 1 and Part 2 onto AH-1Z and UH-1Y aircraft in support of government flight test evaluation. Additionally, this effort will include modification of AH-1Z and UH-1Y aircraft, fatigue analysis, test and evaluation, qualification, validation and verification, program management, logistics analysis, logistics management and documentation, configuration management and technical, administrative and financial data requirements, and associated tooling.

This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2) Only one responsible source and no other supplies or services will satisfy agency requirements. Bell Textron Inc. (Bell) is the original designer, developer, manufacturer, and system integrator of the AH-1Z and UH-1Y aircraft. Bell is the only known responsible source with the requisite knowledge, technical data, tooling and test equipment required to provide the supplies and services needed to meet the Government's requirements. Additionally, the Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the efforts anticipated under this effort.
