This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Federal Bureau of Investigation (FBI) is requesting a time and materials quotation in response to this Request for Quote (RFQ) in accordance with the instructions contained herein. This acquisition will utilize the policies of FAR Part 12 in conjunction with the solicitation, evaluation, and award procedures prescribed in FAR Part 15. The FBI intends to award a Time and Materials (T&M) Indefinite Delivery / Indefinite Quantity (ID/IQ) single contract for an ordering period of five years. This acquisition is a small business set-aside competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02, effective February 14, 2023. The Government anticipates issuing a single contract award, however, reserves the right to award multiple contracts if determined to be in the best interest of the Government.

The FBI requires gunsmith services to assist in repairing, rebuilding, maintaining, refinishing, machining, inventory, and securing of FBI Agent issued weapons, FBI approved Personally Owned Weapons (POW), Hostage Rescue Team (HRT) / Critical Incident Response Group (CIRG) / Special Operations Unit (SOU) weapons and special project efforts to include other weapon sets.

Questions are due by 07 June 2023, 1600, CT using RFQ Attachment 4 Offeror Question Submission.

This RFQ does not commit the FBI to pay any proposal preparation costs, nor does it obligate the FBI to procure or contract for these services. This request shall not be construed as authorization to proceed with or be paid for charges incurred by performing any of the work called for in this RFQ.

The quote must be signed by an official authorized to bind the firm and must have an acceptance period of not less than 90 days. All quotes and questions must be submitted to the Contract Specialist, sjhardy@fbi.gov and the undersigned at sbtrowbridge@fbi.gov.

June 16, 2023 This is the formal release of the RFQ. In this posting, the questions and answers are provided from the draft solicitation, along with changes to the draft RFQ. Questions to the final RFQ will be accepted until June 21, 2023, 1600 CT. Proposals are due July 12, 2023 at 1400 CT.

June 27, 2023 - This update provides the response to questions from the June 16 RFQ release. No changes have been made to the RFQ. Proposals are due July 12, 2023 at 1400 CT.
