Background
The solicitation is for an unrestricted procurement for FY22 USACE Galveston District, Gulf Intracoastal Waterway, Texas Corpus Christi to Port Isabel, Pipeline Dredging in Nueces, Kleberg, Kenedy, Willacy, and Cameron Counties, Texas. The dredging would consist of limited portions of a section of the channel, intended to remove critical shoals hindering commercial navigation.

Work Details
The work involves various construction tasks related to pipeline dredging and includes specific requirements such as Hazardous Energy Control Program (HECP), lockout/tagout procedures, fall protection program, training for fall protection, use of personal fall protection equipment and systems, establishment of a fall protection program, and provision of horizontal lifelines. The work also includes the requirement for radiotelephone equipment on dredge and self-propelled attendant floating plant to comply with the Vessel Bridge-to-Bridge Radiotelephone Act. Additionally, the lookout person posted in the dredge control room is required to visually monitor the movement of vessels around the dredge plant and perform radio communications with company work boats.
