Guatemala - Passport Readers

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) Section at the U.S. Embassy in Guatemala is seeking to procure Passport Readers to enhance their capabilities in document verification and authenticity checks.
This procurement aligns with the agency's mission to support law enforcement and international narcotics control efforts.

Work Details
The contract involves the procurement of Passport Readers, specifically the Model Regula 70X4M or an equivalent device that meets the following specifications:
- Device Type: Full-page document reader designed for automatic recognition and authenticity verification of passports, ID cards, visas, and other travel documents.
- Illumination Sources: Must capture images under four light sources: White, Infrared (870 nm), Ultraviolet (365 nm), and Coaxial (White).
- Mandatory RFID/Smart Card Support: Integrated RFID reader for reading contactless chips (e-Passports) and Smart Cards.
- Resolution: Minimum of 450 PPI for detailed forensic analysis.
- Advanced Hardware Features: Includes 'Smart UV' technology to compensate for ambient light and 'Glare Free' technology to eliminate reflections from laminated documents.
- Durability: Scanning surface constructed of high-resistance materials (Sapphire glass or equivalent).
- Connectivity: Powered via a single USB 2.0 interface with a minimum cable length of 1.8 meters.
- Software Licensing: Must include a Perpetual Software License Full Suite per device for Optical Character Recognition (OCR) compliant with ICAO 9303 standards, advanced validation, forensic authentication, and Facial Recognition module.
- Software Compatibility: Fully compatible with Windows 10 / Windows 11 (64-bit).
- Database Maintenance & Support: Access to updates for over 12,000 international document templates with two additional years of annual renewal included.

Bidder Requirements
Offerors must provide proof of registration prior to proposal submission. All equipment must be new and not refurbished. Compliance with National Defense Authorization Act (NDAA) Section 889 prohibitions is required. The contractor must also ensure that warranty services are available locally.
