Amendment 3: The purpose of this amendment is to extend the proposal due date from 10 June 2024 to 13 June 2024 and to correct the schedule of services for the El Paso site so that all positions are DEA sensitive. Paragraph 2.1(c) has also been removed requiring a facility level secret clearance or higher. This amendment also added the Collective Bargaining Agreements for El Paso, Fort Worth and Quantico for reference. There is also an amended Q&A attached where more details were added to questions #26, 50 and 51. Changes are highlighted in yellow in the attachment to the amendment titled A28 RFP Drug Enforcement Administration-Guard Services amendment 3 .

Amendment 2: The purpose of this amendment is to post answers to questions received from the potential offerors and to amend the solicitation slightly. Changes are highlighted in yellow. The changes consist of adding the Exhibit D: Training syllabi that was previously missing and changing the submission requirements from Double Spaced to Single Spaced.

Amendment 1: The purpose of this amendment is to provide an estimated date to announce the results of all the Q&As to be posted with this RFP. The estimated date to post the Q&As will be around 1pm EST on 28 May 2024. Also to post the Volume II-Pricing Spreadsheet to be used to show the hourly rates for the base year and the 4 option years. Vendor will also be expected to provide a spreadsheet with all costs to have a cost price analysis completed.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; proposals are being requested. This solicitation number 15DDHQ24R00000024 is being used as a Request for Proposal (RFP). This solicitation is under NAICS 561612. Please see the attached RFP, that includes the Statement of Work for detailed requirement information. All sources shall submit a proposal which will be evaluated based on the criteria in the RFP. The Government intends to issue a five (5) year service contract consisting of one (1) base year and four (4) option years. The proposed service is set aside for small business 8a competition only. The proposed contract will be a Labor Hours type contract. This requirement is set aside for 8a SMALL BUSINESSES ONLY.

The deadline for proposals is June 10, 2024 at 10:00am EST. proposals must include pricing, applicable capability statement and SAM.gov Unique Entity Identifier (UEI). No late submissions (questions and/or quotes) will be accepted.

Background
The Drug Enforcement Administration (DEA) is seeking protective security officer services for its Aviation Field Division in Fort Worth, TX, El Paso Intelligence Center in El Paso, TX, and Quantico Training Division in Quantico, VA. The DEA's mission is to enforce controlled substances laws and regulations of the United States and bring to justice those involved in the growing, manufacture, or distribution of controlled substances. The proposed service is set aside for small business 8a competition only. The contract will be a Labor Hours type contract.

Work Details
The Contractor shall furnish all labor, equipment, materials, supplies, training, and supervision to satisfactorily perform the security guards services at the specified DEA locations. This includes ensuring safety and protection of building occupants and property, maintaining satisfactory standards of employee competence and conduct, providing armed guard force for protective functions, and taking responsibility for damage or theft of any property from a Government facility by a Contractor’s employee.
All Protective Security Officers (PSO’s) shall be licensed and carry side arms while on duty. The personnel security access levels are DEA Sensitive. The Contractor shall provide trained employees to perform the services as described by the contract and Guard Post Orders.

Period of Performance
The Period of Performance for the contract is from September 16, 2024 through September 15, 2029.

Place of Performance
The contract will be performed at the following locations: DEA Aviation Division - Fort Worth, TX; El Paso Intelligence Center (EPIC) - El Paso, Texas; and DEA Training Academy - Quantico, Virginia.
