****Amend 0001 and 0002: Responses to industry questions. **** Washington Headquarters Services, Acquisition Directorate (WHS/AD) is on behalf of the Defense Legal Services Agency (DLSA) intends to award a hybrid contract which consists of Labor Hour and Time and Material CLINs for Guantanamo Bay Habeas Corpus Privilege Team and Military Commissions Privilege Team. The period of performance for the contract shall be for a 6-month base period, and four 12-month option periods, and will include the clause FAR Part 52.217-8, Option to Extend Services. Attachment 3: Draft DD254 will be uploaded by July 14, 2023.

Background
The Washington Headquarters Services, Acquisition Directorate (WHS/AD) on behalf of the Defense Legal Services Agency (DLSA) intends to award a hybrid contract consisting of Labor Hour and Time and Material CLINs for Guantanamo Bay Habeas Corpus Privilege Team and Military Commissions Privilege Team. The period of performance for the contract shall be for a 6-month base period, and four 12-month option periods, and will include the clause Part 52.217-8, Option to Extend Services.

Work Details
The contractor shall provide support for Habeas Corpus and services as outlined in Section 5 of the Performance Work Statement (PWS). This includes providing Program Manager, PT Senior Consultant/Team Lead, MCPT Senior Consultant/Team Lead, PT Senior Consultant/Analyst, MCPT Senior Consultant/Analyst, PT Junior Consultant/Analyst, MCPT Junior Consultant/Analyst, PT Senior Administrative Assistant, MCPT Senior Administrative Assistant, PT Interpreter/Translator services. All travel will be authorized in advance by the COR for allowable travel related expenses.

Period of Performance
The period of performance for the contract shall be for a 6-month base period, and four 12-month option periods.

Place of Performance
The contract will be performed at Guantanamo Bay.
