Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is under Total Small Business Set Aside under NAICS code 561210 size standard of 1000 employees. An Offeror's submission of a quote does not constitute a contract or authorize work to begin. This document is not legally binding and does not commit the US Government in any way.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20250117.

In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.

Background
This solicitation is issued by the 3rd Expeditionary Contracting Platoon (ECP) for laundry and shower services at Skaggs Camp Blaz, Guam, in support of exercise LUHO V. The contract aims to provide essential services to U.S. military personnel during the exercise, ensuring they have access to laundry facilities and portable showers.

Work Details
The contractor shall provide the following services from September 5 to October 6, 2025:
1. **Portable Showers**: Delivery of 15 portable shower trailers with multiple stalls and shower heads, including stairs, curtains or doors, hot water heaters, pumps for water supply, hoses and fittings for water connection and wastewater drainage.

2. **Bulk Water Supply**: Initial delivery of 2000 gallons of non-potable water on September 5, followed by daily deliveries of 4000 gallons. A storage tank must be provided by the contractor.

3. **Laundry Services**: Pickup and delivery of laundry for approximately 750 personnel starting September 9, including washing, drying, and folding without special handling or starching. The contractor must provide receipts for total weight during pickups.

4. **Gray Water Management**: Removal and recycling of up to 2000 gallons of gray water every other day starting September 8.

5. **Maintenance**: Daily maintenance of shower trailers is required to ensure cleanliness and functionality. The contractor must be on call for repairs and unscheduled maintenance.
