Background
The solicitation is for a contract with Military Sealift Command Norfolk for the provision of two U.S. flag tugs to provide harbor support services and ship handling at Naval Base Guam, GU. The contract is for requirements that cannot be satisfied with government-owned, controlled vessels. The services include towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types, as well as transfers of pilots and Government Personnel by Tug. The contractor must warrant that the offered tugs can operate in Guam.

Work Details
The services to be performed include various harbor support services and ship handling activities such as towing, mooring, berthing, docking, and assisting various vessel types. The contractor must provide adequate staff and communications to respond promptly to the government's requests for services on a 24-hour-day basis. The place of performance shall be in the geographical region(s) of Naval Base Guam, GU and the surrounding navigable waters.

Period of Performance
The contract includes a base period from 01 March 2022 to 28 February 2023 with four one-year options periods. The total performance period under this Charter Party contract shall not exceed 60 months.
