Guam 8(a) Construction SATOCs

Background
The Air Force Installation Contracting Center (AFICC)/772nd Enterprise Sourcing Squadron (ESS) and Air Force Civil Engineer Center (AFCEC) are conducting market research to identify 8(a) firms with experience in design-build repair and construction for various facilities and infrastructure at Andersen AFB and Naval Base Guam.

This request follows previous outreach to ANC/Hawaiian-owned firms and local 8(a) firms on Guam, indicating a strong need for qualified contractors to address damages caused by Typhoon Mawar.

Work Details
The contract encompasses design-build construction projects primarily focused on restoration, renovation, sustainment, and modernization of Air Force facilities and infrastructure affected by Typhoon Mawar. Specific tasks may include:
- Facility sustainment, repair, modernization, demolition, and upgrades for resiliency.
- Alterations or additions to pavement or physical building access such as parking lots, fencing, sidewalks, access roads, and driveways.
- Design of landscaping and site drainage.
- Utilities repair and installation.
- Provision of Furniture, Fixtures, Equipment (FF&E), temporary facilities, and project phasing.

The Air Force aims to award contracts to General Contractors who will subcontract the majority of trades work to enhance competition among subcontractors rather than self-performing trades which could complicate the task order award process.

Place of Performance
The construction projects will be performed primarily at Andersen Air Force Base and Naval Base Guam.
