Gu-Guam NWR Portable Toilet Rental & Ser

Background
The U.S. Fish and Wildlife Service (FWS) is seeking to procure portable toilet rental and service for the Guam National Wildlife Refuge located in Dededo, Guam. This contract aims to ensure the availability of clean and accessible restroom facilities for visitors and staff at the refuge over multiple years, with a focus on maintaining high standards of hygiene and service.

Work Details
The contractor will provide all necessary equipment, tools, supplies, materials, and transportation to supply and service portable toilets. Key tasks include:

1. Delivery and setup of rental toilets at the refuge;
2. Regular service cleaning and pumping of toilets;
3. Ensuring units are stabilized and accessible;
4. Performing minor repairs during servicing;
5. Maintaining graffiti-free units constructed from durable materials;
6. Providing two ADA-compliant portable chemical toilets that are clean, weather-proofed, vented, and equipped with necessary amenities such as toilet paper, seat covers, deodorant, hand sanitizer, and water;
7. Keeping a written service log inside each unit detailing service visits;
8. Conducting service visits twice a week on Wednesdays and Saturdays between 7:30 AM and 12:30 PM;
9. Legal disposal of waste from each unit.

Period of Performance
The contract period spans from August 1, 2026, to July 31, 2031, including a base year with four option years for continued service.

Place of Performance
Guam National Wildlife Refuge, Rte 3A Spur Rd, Dededo, Guam.

Bidder Requirements
This solicitation is a total small business set-aside. Bidders must demonstrate technical acceptability by conforming to all aspects of the statement of work. Required qualifications include experience in providing similar services, ability to meet safety standards for cleaning products used (preferably non-toxic), and submission of past performance examples from similar contracts.
