This Special Notice is issued solely for information purposes it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), Solicitation or a promise to issue an RFP, RFQ or Solicitation in the future. This does not commit the Government to contract for any supply or service whatsoever. Unsolicited proposals will not be accepted.

The information provided in the Special Notice is subject to change and is not binding on the Government. No commitment is being made to procure any of the items discussed, and release of this Special Notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.

1.0 Overview

The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), Centers of Excellence (CoE) and the Artificial Intelligence Community of Practice (AI CoP) invite interested business entities and academic institutions to participate in the Applied Artificial Intelligence (AI) Large Language Models (LLMs) Challenge. We aim to engage eligible United States-based companies and organizations with a particular emphasis on startup and leading-edge technology companies. In addition, we encourage participation from large and small enterprises, women-owned, minority-owned, small disadvantaged, and service-disabled veteran-owned small businesses.

The AI CoP offers this competition to quickly identify, demonstrate, test, and acquire promising new AI technology products that enable improved outcomes for the American People. The Applied Artificial Intelligence (AI) Challenge exists to accelerate the use of AI tooling within federal agencies. The AI CoP will provide an opportunity for both traditional and nontraditional large and small business entities to submit informational product material to address agency needs. The AI CoP will also provide federal employees subject matter experts with an opportunity to evaluate these disruptive, innovative approaches and technologies to support new capabilities.

2.0 Purpose

The challenge intends to assist agencies with adoption of LLMs for public service benefit. This goal is achievable through a broad and open challenge encouraging LLMs solutions for use in the federal government that are in accordance with Executive Order (EO) 13960. Per the EO, It is the policy of the United States to promote the innovation and use of AI, where appropriate, to improve Government operations and services in a manner that fosters public trust, builds confidence in AI, protects our Nation's values, and remains consistent with all applicable laws, including those related to privacy, civil rights, and civil liberties.

Focus Areas

AI applications are especially encouraged to focus on the following four (4) priority areas.

  • Climate: AI submissions that tackle the climate crisis.
  • Equity: AI submissions that allow every American an equal chance to get ahead.
  • Economy: AI submissions that promote a strong and resilient economy.
  • Customer Experience: AI submissions that provide a simple, seamless, and secure customer experience across federal government services and platforms.

These focus areas were taken from the President's Management Agenda and the Biden-Harris Administration Immediate Priorities.
