The U.S. Office of Personnel Management (OPM) is seeking Strategic Human Capital Consulting and Technical Support Services for the Human Resources Line of Business (HRLOB) and the Human Resources Quality Services Management Office (HR QSMO). The HRLOB requires support in planning, developing, implementing, and promoting Human Capital (HC) strategies in areas such as HC Standards Management & Modernization, HC Policy, Performance and Operations, HC Community Engagement and Communication, and Modernization of Agency and Shared Service Provider (SSP) HR IT and Data Analytics Capabilities. The HR QSMO will establish a marketplace of services and products to improve the delivery of human capital activities and provide consultative support to agencies and SSPs in HR IT modernization efforts. The work will be performed at OPM headquarters in Washington, DC.

The scope of work includes providing strategic human capital consulting and technical support services to the HRLOB in areas such as human capital standards management & modernization, human capital policy, performance & operations, and human capital community engagement & communication. The contractor will also support the modernization of agency and SSP HR IT and data analytics capabilities. Key personnel positions include Senior Consultant Level V (Director), Consultant SME Level IV (Senior Manager), Mid-Level Consultant Level I (Junior Consultant), Mid-Level Consultant Level II (Consultant), Mid-Level Consultant Level III – Program Support, and Mid-Level Consultant Level III – Functional Specialist.

The period of performance is one year with four one-year option periods. The work will be conducted on-site at OPM headquarters in Washington, DC, with situational telework authorized. Travel may be required a small number of times per year. The contractor's performance will be evaluated based on timeliness, accuracy, completeness, organization, and adherence to standards through COR monitoring, progress reports, meetings with COR and HRLOB staff, feedback from stakeholders, acknowledgment of issues within 48 hours, and the development of mitigation plans. Incentives and disincentives will be applied based on performance.
