GSA Round 5 ESPC Notice of Opportunity   4

Background
GSA is initiating the procurement process for Round 5 (NDER5) of its National Deep Energy Retrofit Energy Savings Performance Contract (ESPC) program. Round 5 consists of two projects: one in GSA Region 5, and one in GSA Region 7. This opportunity is limited to Energy Service Companies (ESCOs) that are current contract holders on the Department of Energy ESPC IDIQ contract.

Work Details
The Round 5 Program’s primary objectives include reducing energy and water consumption at federal facilities, implementing cost-effective retrofits with sufficient energy savings, using renewable energy technologies, and exploring opportunities for facility load shed, shift, and/or modulation. The program also aims to increase the resiliency of GSA’s buildings to support the GSA in accomplishing its mission of providing effective, sustainable workplace solutions for federal agencies at the best value to the American taxpayer. The physical locations and data for the buildings expected to be included in this program are shown in Attachment A, EOI Supplemental Data.

The ESCO will be required to use whole building energy modeling to identify ECMs and synergies with other ECMs, propose any and all economically viable ECMs, and conduct pre-alteration hazardous material testing during the implementation process.

Period of Performance
The period of performance for each project must self-finance within a task order term of 25 years or less.

Place of Performance
Projects will be performed in GSA Region 5 and GSA Region 7.
