GSA PBS - Complete Facilities Maintenance (CFM) for AZ Fed Bldg & LPOEs - MRAS

The General Services Administration (GSA), through its Public Buildings Service (PBS), is conducting market research to explore potential service providers for a comprehensive facilities maintenance contract. This initiative aims to ensure the efficient and effective upkeep of various federal buildings and land ports of entry across Arizona. The overarching goal of this contract is to maintain optimal facility operations, ensuring safety, functionality, and compliance with relevant regulations.

The scope of work involves a broad array of maintenance services at several key locations, including the John Rolls U.S. Courthouse and Federal Building in Yuma, Arizona, as well as multiple Arizona Land Ports of Entry such as San Luis I and II LPOEs, Nogales East Deconcini LPOE, Naco LPOE, Douglas LPOE, Lukeville LPOE, Nogales West Mariposa LPOE, and Sasabe LPOE. The services required include but are not limited to general operations and maintenance supervision, building services management, quality control programs implementation, physical security measures enforcement, safeguarding sensitive data and IT resources management.

Contractors will be expected to meet specific personnel requirements including baseline staffing levels with key personnel possessing necessary technical certifications. These certifications cover areas such as fire alarm systems technology, water-based fire suppression systems expertise, HVAC education requirements and more. Furthermore, contractors must implement robust quality control plans that encompass inspection protocols and data collection methods aimed at maintaining high standards of service delivery.

In addition to technical competencies in maintenance operations like HVAC systems management or fire-life safety systems oversight; contractors must also ensure adherence to standards of conduct for staff appearance and behavior while on-site. Moreover, there are stringent requirements regarding employee training covering topics from asbestos awareness to building automation system operation and documentation practices related to ordinance compliance or utility conservation efforts.
