Description

The General Services Administration (GSA), through its Office of Human Resources Management (OHRM), is undertaking a strategic initiative to enhance its recruitment efforts by sourcing and recruiting early career candidates, particularly in Science, Technology, Engineering, and Mathematics (STEM) fields. This effort is aligned with Executive Order 14170 and the GSA's internal "Merit Hiring Plan," which emphasize the need for federal agencies to proactively recruit and develop young talent to meet the dynamic needs of the public sector workforce. The OHRM aims to implement a centralized outreach strategy that will effectively fill mission-critical occupations by leveraging modern recruitment platforms.

To achieve these objectives, GSA is seeking a premium-level subscription service for an early career and college recruitment platform. This platform will support virtual job postings and event advertisements across more than 1,200 colleges and universities in a single campaign. The contractor selected for this task must have substantial experience working with large universities and organizations to facilitate data analysis for recruitment events. A minimum of ten user licenses will be required for GSA personnel who will utilize the platform's capabilities.

The scope of work involves configuring the recruitment platform with administrative account management capabilities, enabling GSA personnel to create, modify, and deactivate user accounts as needed. Additionally, the contractor must implement data analytic reporting functionalities within the platform to provide insights into recruitment activities. The system should also offer third-party verification of university and student information while connecting GSA with a network of institutions that exclusively advertise events through this medium.

This procurement initiative seeks not only to provide access to specialized tools but also aims to impart knowledge on best practices in recruitment strategies that address significant challenges faced by federal agencies today. Through this enhanced outreach capability, GSA expects to build a sustainable pipeline of entry-level talent that aligns with its broader strategic goals.
