GSA OGP - Digital Acquisition Knowledge Web-Based Subscript. - MRAS

The General Services Administration (GSA), in collaboration with the Office of Government-wide Policy (OGP), Public Building Services (PBS), and Federal Acquisition Service (FAS), is conducting market research to procure a digital acquisition resource solution. This initiative aims to enhance the efficiency and effectiveness of the acquisition workforce by providing comprehensive web-based subscription services. The overarching goal is to equip contracting officers, contract specialists, procurement executives, program office associates, and other key personnel with real-time knowledge, content management, and support services.

The work being requested involves the establishment of a web-based acquisition research center that includes a comprehensive database of acquisition information. This database will feature guidance documents, reports, regulations, laws, policies, sample documents, and discussion papers on critical topics relevant to the acquisition community. Additionally, the service will provide input and guidance on complex acquisition issues to assist personnel in making informed decisions regarding awards and administrative actions during the procurement process.

Furthermore, this digital solution is expected to offer various tools such as online acquisition courses, inquiry services, templates for procurement activities, and analytical reports. The objective is not only to provide existing subscribers with these resources but also to allow for onboarding additional users over the life of the contract without issuing separate task orders. By achieving economies of scale under a single task order for subscription pricing, GSA aims to minimize administrative efforts post-award while ensuring comprehensive coverage for all relevant personnel across its agencies.
