GSA OCAS - White House Fellows Selection and Placement Events - MRAS

The General Services Administration (GSA), on behalf of the Office of Centralized Acquisition Services (OCAS), is conducting market research to support the White House Fellows program. Established in 1964, this prestigious program offers exceptional young leaders firsthand experience in federal government operations by working as special assistants to senior officials. The program includes an educational component with discussions and trips to study U.S. policy both domestically and internationally.

The GSA seeks a contractor to provide overnight accommodations and food and beverage services for three key events associated with the White House Fellows program: the Selection Event in June, the Placement Event in July, and the Orientation Event in August. These events require facilities that meet specific location criteria, such as proximity to metro access and adherence to federal per diem rates for lodging. The Selection Event will be held in Alexandria, VA; the Placement Event will occur in downtown Northwest Washington, DC; and the Orientation Event will be at Gettysburg Hotel in Pennsylvania.

For each event, detailed requirements include providing non-smoking single and double occupancy rooms within specified per diem rates, ensuring compliance with Federal Emergency Management Agency (FEMA) standards, and adhering to the Americans with Disabilities Act (ADA). Additionally, food and beverage services are needed for receptions, dinners, breakfasts, lunches, breaks, and coffee services for varying numbers of attendees across these events.

The contractor's facility must be listed on FEMA's U.S. Fire Administration Hotel and Motel National Master List. This ensures safety compliance while providing necessary accommodations during these significant gatherings that play a crucial role in shaping future leaders through experiential learning at high levels of government service.
