GSA OCAS - SBA GCBD Certification Programs Assistance - MRAS

The General Services Administration (GSA), on behalf of the U.S. Small Business Administration (SBA), is conducting market research to support the SBA's Office of Government Contracting and Business Development (GCBD). The primary mission of the SBA is to assist Americans in starting, building, and growing small businesses, thereby strengthening the overall economy. This initiative aims to ensure that small businesses have a significant role in federal contracting by providing them with opportunities to participate in government contracts.

The GCBD is focused on creating an environment that supports disadvantaged, veteran-owned, and woman-owned small businesses by maximizing their participation in federal government contracting opportunities. To facilitate this, GCBD runs several certification programs that help small businesses secure federal contracts. These certifications allow businesses to qualify for exclusive set-aside and sole-source contracts and offer them opportunities for business mentoring and education.

Currently, GCBD requires assistance with two specific certification programs: the HUBZone (HZ) program and the Veteran Small Business Certification Program (VetCert). These programs are crucial for enabling certified small businesses to access a fair share of federal contracts. The contract will involve staffing certain components of these programs to enhance the agency's ability to process applications accurately, timely, and efficiently from small businesses seeking certification.

Furthermore, there is potential for additional contract support for two other programs: the 8(a) Business Development Program and Women-Owned Small Business Certification Programs. The period of performance for this contract includes a base period followed by multiple option periods extending through 2032, ensuring long-term support for these important initiatives.
