Description

The Office of the Inspector General (OIG) at the U.S. Department of Housing and Urban Development (HUD) is seeking to enhance its operational capabilities by implementing a robust Learning Management System (LMS). As an independent government entity, HUD OIG is committed to safeguarding government funds allocated for affordable housing and community development from fraud, waste, and abuse. The introduction of an advanced LMS aims to align employee performance with the organization's mission, goals, and objectives, thereby supporting HUD OIG's overarching mandate.

The scope of work involves providing a fully functional, cloud-based LMS that is FEDRAMP approved. This system must integrate seamlessly with HUD OIG's existing Individual Development Plan (IDP) and other performance management systems as the organization transitions to solutions sponsored by the Office of Personnel Management (OPM). The LMS will support a unified workflow where user data is efficiently managed across various platforms including HRConnect and other related systems. Key functionalities include automated data passing between systems, support for common Federal Government LMS needs such as SF-182 workflow, automated eHRI reporting, and tracking of both online and instructor-led training sessions.

Contractor personnel are expected to provide a Central Point of Contact (CPOC) responsible for coordinating services under this contract. This role includes resolving any issues that arise during normal operations. The contractor must ensure compliance with all applicable government regulations when working at or visiting government facilities. Additionally, while no travel is anticipated or reimbursed under this requirement, contractors are expected to furnish all necessary resources except those specified as Government Furnished Equipment.

The period of performance for this contract spans from September 30, 2026, to March 31, 2028. Work will primarily take place at the contractor's facilities as access to HUD OIG headquarters in Washington D.C. is not anticipated. A post-award conference will be held virtually within ten days after the award date to discuss further details regarding contract execution.
