GSA OCAS - Phosphate Finishing System - MRAS

The General Services Administration (GSA) is spearheading a market research initiative to support the Marine Corps Logistics Base (MCLB) in Albany, Georgia. The primary goal of this effort is to modernize and replace the existing small arms finishing line with a state-of-the-art manual manganese/phosphate coating system. This project aims to enhance the operational efficiency and effectiveness of the MCLB by providing an integrated, turnkey solution that meets current industry standards and military specifications.

This solicitation seeks expertise in providing, installing, and commissioning a comprehensive manual manganese/phosphate finishing system. The selected contractor will be responsible for removing existing infrastructure, including tanks, hoods, ducting, and steam connections. In addition to demolition work, the contractor must replace all steam and condensate piping with Schedule 40 304 stainless steel components that are compatible with existing mains. A dedicated steam isolation valve will be required to separate the anodize line from the manganese/phosphate line.

The new system must adhere to stringent regulatory standards such as NEC, NFPA 79, OSHA, SMACNA, IEC, and DoD requirements. Specifically designed for military use, it must comply with MIL-DTL-16232 standards for manganese phosphate coatings (Type M), Class 2 (oil treated). The system should also integrate seamlessly within an existing footprint while coordinating with current crane operations and DI water systems. A modular design featuring pre-engineered piping, wiring, and controls is essential for ensuring streamlined installation and operation.
