GSA OCAS - Office General Counsel Continuing Legal Education - MRAS

The U.S. General Services Administration (GSA), acting on behalf of the U.S. Department of Housing and Urban Development (HUD), is conducting market research to identify potential solutions for providing comprehensive online legal education resources. This initiative is aimed at supporting the Office of General Counsel (OGC) by ensuring that attorneys and paralegals across various HUD offices have access to current legal education and training resources. The overarching goal is to maintain professional competency, support mission operations, and satisfy Continuing Legal Education (CLE) requirements across multiple jurisdictions.

The contract seeks a web-based platform capable of delivering a wide range of legal training content while enabling users to earn CLE credits. The platform should support compliance tracking across different jurisdictions and offer centralized user administration along with reporting capabilities. Accessibility nationwide on a continuous basis is crucial, as OGC personnel are spread across Headquarters, the Departmental Enforcement Center, and Regional and Field Offices.

Specifically, the GSA is looking for an enterprise-wide solution that includes live and on-demand CLE programming. The platform must facilitate centralized user administration, compliance tracking and reporting, jurisdiction-specific CLE management, and provide nationwide access for approximately 150 or more users. Additionally, it should cover various jurisdictions for CLE credit, including ethics and specialty credits, with the capability to report CLE credits directly where permitted.

This market research effort involves gathering information from potential vendors about their ability to provide such a platform. Vendors are asked to describe their enterprise platform capabilities in terms of live webcasts/events offered monthly, the number of available on-demand courses, supported jurisdictions for CLE credit accreditation, and any direct reporting capabilities they might have for jurisdictional compliance.
