Description

The U.S. Office of Personnel Management (OPM), through its Office of Equal Employment Opportunity (OEEO), is seeking to enhance its capabilities in managing Equal Employment Opportunity (EEO) complaints by procuring a Software as a Service (SaaS) subscription for an EEO Case Management System. This initiative is supported by the General Services Administration (GSA), which is conducting market research to identify potential service providers. The primary goal of this procurement is to ensure that OPM can process federal employment discrimination complaints efficiently and in compliance with all applicable federal laws and regulations, thereby promoting a fair and equitable work environment across federal agencies.

The work being requested involves providing OPM with access to a fully hosted, web-based EEO Case Management SaaS platform that supports the entire lifecycle of EEO complaint processing. This includes functions such as EEO counseling, formal complaint intake, investigations, Final Agency Decisions (FADs), Final Agency Orders (FAOs), and comprehensive statistical and compliance reporting. The system must be capable of handling individual and class complaints under various federal antidiscrimination statutes, ensuring secure case records management with role-based access controls, and facilitating robust search and data-sharing capabilities.

Additionally, the contractor's system must include features for generating federally mandated reports like the EEOC Form 462 annual report, built-in reporting for EEOC MD-715 metrics, and modules for Quality Review Management (QRM) and No FEAR Act reporting. The platform should also support document management through direct uploads to case files while maintaining compliance with federal security standards such as FISMA requirements and Section 508 accessibility standards. By leveraging an existing solution from Tyler Technologies' iCompliant platform which already processes a significant portion of federal EEO claims OPM aims to minimize transition costs while maintaining continuity in its operations.
