GSA OCAS - Database and Analytic API Support - MRAS

The Office of the Inspector General (OIG) at the U.S. Department of Housing and Urban Development (HUD) is seeking to enhance its capabilities in safeguarding government funds against fraud, waste, and abuse. Established under the Inspector General Act of 1978, HUD OIG operates independently to support affordable housing and community development initiatives. The General Services Administration (GSA) is conducting market research on behalf of HUD OIG to identify potential contractors capable of providing essential data and investigative portal services that will support the agency's mission.

The scope of work involves providing access to a comprehensive suite of databases and analytical tools that are crucial for HUD OIG's various offices, including the Office of Investigation (OI), Office of Audit and Evaluation (OA/E), and Office of Information Technology (OIT). These tools will enable efficient identification, investigation, research, resolution, and support for cases, audits, and investigations. The required databases encompass a wide range from private to federal records such as bankruptcy records, credit header information, motor vehicle records, court records at both state and federal levels, property transaction records, email databases, asset searches among others. Additionally, timely responses for database access requests are critical; thus requiring agile solutions with minimized turnaround times.

Moreover, there is a need for expert support from Data Analysts or Data Scientists who can assist with product-related queries on an as-needed basis. This includes surge efforts or process training to ensure seamless operations within HUD OIG's investigative framework. The contractor must also provide a Central Point of Contact (CPOC) responsible for service coordination under this contract order.

Contractor personnel must adhere to all applicable government regulations while maintaining professional conduct when interacting with HUD OIG facilities or personnel. In instances where misconduct or security concerns arise involving contractor employees at HUD OIG facilities; removal may be directed by the government without compromising service continuity as per contractual obligations.
