Description

The Federal Mine Safety and Health Review Commission (FMSHRC), in collaboration with the General Services Administration (GSA), is seeking to enhance its data backup and disaster recovery capabilities. This initiative is part of the agency's commitment to safeguarding the integrity, confidentiality, and availability of its critical information. As an independent adjudicatory body that handles legal disputes under the Federal Mine Safety and Health Act of 1977, FMSHRC requires robust systems to ensure minimal operational disruption in the event of system failures, cybersecurity threats, or other unforeseen disasters.

The scope of work involves maintaining and supporting FMSHRC's existing Rubrik-based recovery environment. The contractor will be responsible for a range of services including subscription licensing, cloud backup vault capacity, enterprise backup protection, hardware support, non-returnable disk service, Microsoft 365 protection, and specialized Rubrik Subject Matter Expert (SME) support. The contractor must ensure a seamless transition from any incumbent provider without any interruption to current services.

Key objectives include ensuring regular backups for critical data, maintaining a resilient disaster recovery framework that minimizes data loss risks, and providing timely restoration capabilities when necessary. The contractor is also expected to protect Microsoft 365 data using Rubrik services while offering expert support for administration and troubleshooting. Furthermore, comprehensive documentation and reporting standards must be upheld throughout the contract duration.

The contract is structured with one base period followed by four option periods each lasting 12 months. Throughout this period, the contractor will need to comply with applicable federal laws and regulations concerning records management and IT security as outlined in various statutes such as 44 U.S.C., Executive Order 14028, OMB Memoranda M-21-31 among others. The work will primarily take place at FMSHRC's headquarters in Washington D.C., ensuring all operations align with federal requirements while minimizing disruption to agency functions.
