Description

The General Services Administration (GSA), on behalf of the Small Business Administration (SBA), is conducting market research to identify potential contractors capable of providing file review services for the Office of Credit Risk Management (OCRM). This initiative is part of the SBA's broader effort to maintain and enhance oversight of the 7(a) Loan Program, a critical financial support mechanism for small businesses. By engaging qualified contractors, the SBA aims to ensure effective supervision and risk management concerning 7(a) Lenders.

The work requested involves comprehensive file review services that support OCRM's oversight duties. Contractors will be responsible for conducting detailed examinations of loan files associated with the 7(a) Loan Program, which are conditionally guaranteed by the SBA. These reviews will be conducted under OCRM supervision and are crucial in assessing a lender's capability to manage various aspects of loan processing, from evaluation through liquidation. The reviews may occur as part of routine risk assessments or in response to specific enforcement actions.

Contractors must ensure their operations are scalable and adaptable to evolving SBA Loan Program Requirements, as specified in 13 CFR 120.10. This flexibility is necessary due to increasing loan volumes and the complexity of loan files. While most reviews will be conducted remotely, there may be instances requiring on-site evaluations at SBA headquarters or field offices, or at a lender's location for up to five business days.

The ultimate goal is to generate reliable conclusions that help determine the risk level each 7(a) Lender poses to the SBA. By aggregating individual loan assessments with broader review activities, OCRM can better manage credit program risks and maintain program integrity. Interested contractors should have expertise aligned with NAICS code 541990 ( All Other Professional, Scientific, and Technical Services ) and demonstrate their capacity for continuous improvement in line with program demands.
