GSA HUD - GNMA Financial Systems and Information Technology - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the Department of Housing and Urban Development (HUD), specifically for the Government National Mortgage Association (GNMA), commonly known as Ginnie Mae. This initiative aims to gather information to support potential future procurement actions. The purpose of this Request for Information (RFI) is to explore available services that can assist in modernizing and maintaining Ginnie Mae's financial systems, ensuring they align with federal IT mandates and evolving housing finance market standards.

Ginnie Mae plays a critical role in guaranteeing mortgage-backed securities, which are backed by pools of mortgages insured or guaranteed by various federal agencies. The modernization efforts will focus on enhancing the capabilities of its Office of the Chief Financial Officer (OCFO) systems to better manage economic uncertainties and future initiatives, such as digital collateral expansion and modernizing existing programs like Manufactured Housing. This will involve transitioning to new accounting standards, supporting emerging programs, and improving system capabilities across various portfolios.

The scope of work outlined in the RFI includes a comprehensive range of tasks designed to support Ginnie Mae's financial systems transformation. Key tasks include transition services, program management, operations and maintenance support for existing systems, finance transformation, IT modernization efforts, system enhancements, special projects, compliance with IT security standards, application provisioning, security compliance measures, and training for staff on new processes. These tasks aim to ensure that Ginnie Mae's technology infrastructure continues to operate effectively while adapting to new requirements.

This RFI also highlights the importance of maintaining a secure technology environment through compliance with Federal Risk and Authorization Management Program (FedRAMP) certifications and Joint Authorization Board (JAB) adjudications. The ultimate goal is to strengthen Ginnie Mae's operational functionality through robust financial systems technology support while ensuring compliance with federal guidelines and enhancing overall system performance.
