GSA - Fire System Jockey Pump and Electric Pump - MRAS

The General Services Administration (GSA) is conducting market research for a project aimed at enhancing fire safety measures at Building 1725, located on Joint Base Pearl Harbor Hickam (JBPHH) in Hawaii. As the owner of Building 1725, GSA is committed to ensuring compliance with Department of Defense criteria for fire protection, as outlined in UFC 3-600-01. A visual assessment in 2018 identified significant deficiencies in the existing fire protection and life safety systems. This project seeks to address these deficiencies by replacing outdated equipment and upgrading various components of the building's fire protection systems.

The scope of work involves several critical tasks aimed at modernizing the fire alarm and fire pump systems within Building 1725 and adjacent facilities. The contractor will be responsible for replacing the antiquated fire alarm system with a combination system that includes mass notification capabilities, ensuring compliance with UFC 4-021-01 standards. Additionally, the project includes replacing an inoperable fire pump and jockey pump, upgrading sprinkler coverage and seismic bracing in storage areas, and ensuring proper separation protection for the fire pump room as per NFPA 20 requirements. These upgrades are crucial to meeting current high bay storage design requirements and enhancing overall safety.

In addition to equipment replacement and upgrades, the contractor will also need to provide comprehensive installation services that include removing old systems, installing new ones, and ensuring integration with existing base-wide reporting systems such as the King Fisher System. The work must adhere to industry standards for quality assurance and comply with all relevant safety regulations. Qualified personnel experienced in fire alarm system installation and maintenance are required to ensure successful completion of this project.

To support long-term reliability, a five-year warranty on parts and labor is included as part of this contract. Furthermore, contractors must coordinate closely with JBPHH security protocols to ensure seamless access during installation activities while maintaining adherence to all necessary regulatory compliance measures throughout the project's duration.
