GSA FAS - ITS - CMS Document Analysis - MRAS

The Government is issuing a Request for Information (RFI) for a Hi-Def / ITVMO Document Pilot. The purpose of this RFI is to gather information for market research to inform future requirements and contract efforts. The pilot effort aims to consolidate and perform analytics on procurement-related files, publicly available documents, and other relevant documents. Currently, acquisition data and documents are stored in a decentralized manner across the Federal enterprise, making it difficult for relevant parties to search and examine agreements for opportunities to leverage economies of scale, relevant clauses, terms and conditions, and pricing. The Office of Federal Procurement Policy, in partnership with the GSA Federal Acquisition Service and the GSA IT Vendor Management Office (ITVMO), plans to procure analytic capabilities that enable contracting officers to search and analyze relevant contract files in PDF or Word documents stored in the FAS Enterprise Data Environment (FAS EDA) and publicly available files and data stored in government websites.

The requirement falls under the North American Classification System (NAICS) code 541511 - Custom Computer Programming Services. All organizations with the capability and availability to perform the requirement are invited to submit a response. Interested parties are requested to provide responses that describe their capabilities in analyzing large sets of files and unstructured data using various technical techniques such as parsing and structure analysis, text extraction, data extraction and pattern recognition, output and formatting, semantic search, optical character recognition (OCR), retrieval augmented generation with large language models, and adaptability to government or commercial infrastructure.

This RFI does not constitute an offer by the Government to fund the opportunities referenced herein. It is solely for information and planning purposes. The Government will not pay for any costs associated with responding to this RFI, and all submissions become government property.
