GSA - Engineering Support Services - MRAS

The General Services Administration (GSA) Federal Acquisition Service (FAS) in the Greater Southwest Region is seeking Subject Matter Expertise (SME) and Engineering Support Services for the Defense Innovation Unit (DIU). The DIU facilitates partnerships between the Department of Defense (DoD) and commercial technology companies to address national security challenges. The contractor will provide SME, engineering, and technical support services to DIU across various portfolios, including Artificial Intelligence, Autonomy, Human Systems, Information Technology/Cyber, Space, Energy, and more. The contract is a non-personal services contract with a performance period of one base year and four option years. The work will be performed at government sites in Mountain View, CA; Boston, MA; Austin, TX; Washington DC National Capital Region (NCR), and other sites as directed.

The contractor will be responsible for providing program management support, technical expertise, and project coordination for various portfolios within DIU. This includes creating and maintaining project management plans, providing status reports and briefings, preparing documentation on task results, conducting evaluations of R&D efforts, providing systems engineering support, and supporting liaison activities with other government agencies and services. The contractor will also provide support for business operations and strategic engagement activities, including strategic planning, policy development, acquisition support, marketing strategies, and intellectual property protection.

The contract includes a requirement for travel and the purchase of Order-Level Materials (OLMs) in direct support of the task order. Travel expenses must be approved by the Contracting Officer's Representative (COR) and comply with the Joint Travel Regulation (JTR). OLMs are materials or services that are not defined or priced at the Federal Supply Schedule (FSS) contract level but are required in direct support of the task order. The value of OLMs in this order is limited to 33.33% of the total order value.
