The General Services Administration's Federal Acquisition Service is seeking cloud migration services for a small under-resourced agency (Agency X) facing various IT challenges. The agency needs to migrate and adopt modern cloud computing capabilities to address increasing requests and responsibilities, legacy applications, and technical debt. The procurement aims to define the recommended future state, establish guidance on cloud governance and security, identify and build automated security controls, and develop implementation architecture and technical documentation. The contractor will also prototype best practices for deployments, change management, and security while adhering to agile practices. The place of performance is fully remote at the contractor's facilities.

The contract is expected to have a base period of 12 months with four option periods of 12 months each, for a total period of performance of up to five years. The contractor will be responsible for delivering various tasks, including creating network architecture diagrams, participating in sprints and MVP demonstrations, developing prototypes for cloud service configurations, implementing automation for processes and scripts, conducting training and knowledge transfer, and enhancing cloud governance.

The government has outlined certain constraints, such as respecting Agency X's information security controls, using their preferred document management system with version control, performing cloud configurations within the authorized boundary of Agency X's AWS accounts, and aligning onboarding of new services with ATO security controls. The contractor will collaborate with Agency X's Communications and Outreach team, Program Management Office, Chief Information Security Officer, and other teams as necessary.

The contractor will be evaluated based on their performance using the Contractor Performance Assessment Reporting System (CPARS), which captures comments from both the government and the contractor. Invoices must be submitted monthly through the GSA ASSIST portal. The government reserves the right to publish documents associated with the acquisition on a publicly-available website while protecting sensitive information. Data rights belong to the government, and any data or deliverables created will be publicly accessible without restriction.
