Update 4/12/25 - upon initial review of responses, the acquisition team determined it would be beneficial for the government's market research to send a follow-up email to each of the initial respondents seeking further information about industry business opportunities. Responses were not mandated nor required any specific response date. The content of that email is shown below:

Industry Partner,

The acquisition team for the subject potential acquisition is conducting research on how companies like yours identify and pursue new business opportunities, specifically outside of the government. We'd be grateful if you could share some insights into your company's approach. Specifically, we're interested in understanding:

1. Where do you typically search for new business? (e.g., online platforms, industry events, referrals, social media, etc.)

2. What are the key factors that influence your decision-making when pursuing new business? (e.g., market trends, customer needs, competitive landscape, terms and conditions, etc.)

3. What resources or tools do you find most valuable in identifying and evaluating potential opportunities? (e.g., market research, industry reports, CRM systems, etc.)

Introduction

The General Services Administration (GSA) Center for Charge Card Management (CCCM) is responsible for overall program management and leadership of the GSA SmartPay program. This government-wide program provides commercial charge card and payment related services to approximately 250 federal government agencies, organizations, and Native American Tribal organizations. In fiscal year 2024, more than 4.5 million GSA SmartPay 3 card and account holders spent nearly $40 billion, through approximately 90 million transactions.

Purpose

CCCM is conducting market research for the potential development of a pilot project under the authority of GSAM Part 571 - Pilot Program For Innovative Commercial Products and Commercial Services (Commercial Solutions Opening (CSO)), which will not exceed a total contract value of $25 million. This potential pilot project may assess the feasibility of an innovative charge card and commercial payments platform designed to leverage commercial best practices, integrated technology, and financial controls of current innovative and enhanced spend management tools. This potential pilot project may be conducted for a limited number of GSA purchase, travel, and fleet cards and accounts, and could also potentially include government to government (i.e., inter-governmental and/or intra-governmental) transactions.

GSA will use the results and lessons learned from this GSA pilot project to assess the ability of proposed products, services, and systems to provide more enriched data and better end-to-end tracking of purchases or transactions (i.e., from approval to reconciliation and payment). Additional considerations may include customization of GSA interface functions for non-charge card or commercial payment functions, such as order management, receipt tracking, and travel management.

Responses sent to any other individuals, email address, or utilizing any other mechanism (e.g., meetings, phone calls) may not be considered as substantial feedback or explanation of capabilities.

Submit all responses to the questions below in the attached response template (Attachment 1 - Q&A Template) in an electronically searchable format, preferably Microsoft Word or PDF format. Do not submit answers in the text of an email. Submission of a general statement of capability or company profile is acceptable for informational purposes. However, GSA will only consider information submitted in the template as substantial feedback or explanation of capabilities. All applicable sections must be completed. All responses received in the format prescribed will be marked by GSA upon receipt as Controlled Unclassified Information IAW GSA CIO 2103.1 Controlled Unclassified Information (CUI) Policy.

  2. Please identify any known or perceived risks to the current GSA SmartPay 3 program, including reasons and assumptions, and how your company's products, services, and systems will reduce, mitigate, or eliminate those risks.
  3. Please provide a sample implementation timeline for the implementation of products, services, and systems for a potential pilot project.

  1. Please provide the commercial pricing structure that you would apply to the development of a charge card and commercial payments platform that would meet the objectives described in the Purpose section.

Background
